chore: manage env with uv (pyproject + lockfile)

Migrate dependency management from requirements.txt to uv. Runtime deps
move to pyproject.toml with pytest in the dev group; uv.lock pins the
resolved set. Docs updated to use `uv sync` / `uv run`.
